India Loco Running Staff Association/Bangalore Division had conducted a
divisional meeting at KJM on 27-01-2014 and elected a branch committee for SGT
Depot. The names of committee members are as follows.

The
members discussed various issues pertaining to loco running category of
Bangalore division and brought them before your esteemed office for your kind
intervention and necessary action.
1. DENIAL
OF Periodical Rest
In
Bangalore division getting 4/5 periodical rests in a month has become a
history. Authorities nominated to ensure welfare of the employee is trying to
harass them by curtailing their legitimate rests creating rules which are
nonexistent in HOER. Employees are losing one or two PR every month because
neither PR is given in time, nor CR is sanctioned. No HOER restricts
compensatory rest for forgone PR and it is a gross injustice done to loco
running category. Moreover sanctioning
of PR shall be intimated to the employee before its commencement & practice
of instructing to avail PR after the completion of normal rest to be stopped
herewith, because this will restrict the running staff from meeting their
necessary social obligations. We demand your good office to issue necessary
orders in this regard.
2. DENIAL
OF LEAVE
No words to say about the sanctioning
of leave, as even on the day on which we have to proceed on leave the same will
be confirmed or denied. To make it too worse, at times, to get at least an oral
assurance of leave sanctioning, we are made to call several times or wait
endlessly in the CCRC office to meet him and know the position. Every time we
ask for leave or PR, the usual answer from the CCRC will be, “POSITION IS VERY
TIGHT.” The running staff, particularly who are requesting for leave and who
have to travel for 48 hours to reach their native should be given preference to
get at least 15 days of leave as most of their leave period is wasted only for journey.
Even though leave of any kind is applied
well in advance, it will not be sanctioned till the completion of leave. So
normally the particular employee will be shown in available position even on
the day of commencement of leave and leave will be sanctioned or marked absent
according to the availability of employees.
To
this effect we expect your good self to issue necessary orders to maintain a
Leave Priority Register to maintain the priority and, the self serving the
purpose of a record indicating the status of the leave for future reference,
and display the status of leave on the notice board, at least one day in
advance.
3. ISSUANCE OF SICK MEMO
Running
staff are put in hardship to collect the sick memo, as the same will be issued
to us either at SGT or SBC crew booking depots only. Few running staff are
residing in and around SGT. Many are residing near to KJM and surrounding
areas. So we strongly demand your good self to issue necessary orders to see
that sick memo to be issued at KJM as per the IRMM guidelines.
In the Railway hospital running staff
are getting step motherly treatment and they will be forced to go for duty even
though they are ill. There were instances of loco pilots falling ill and
unconscious while on duty, after declared fit by Rly Doctor and utilized for
train services. This is happening because of the callousness attitude of the
administration with respect to health care of running staff.
Even staff who are reporting sick at
outstation and those who are undergoing treatment in private hospitals are been
marked absent. This should be stopped and after scrutinizing the fact and
circumstances the staff shall be granted sick leave. So we strongly demand to
look into this and issue necessary orders towards this otherwise this may
worsen our working condition still further.
4. SERVING ALERT CALL DURING REST HOURS
A new practice of serving alert call
is started in SGT depot causing lot of inconvenience to loco men. The reason
for above is that they are unnecessarily disturbed during their rest hours or
while they are sleeping. There is no provision in HOER to serve alert call as
and when required. Call can be served only two hours in advance for a train
order. Disturbing loco running staff unnecessarily in the name of alert call
that is also during their rest hours is a hindrance to their family life and
cannot be accepted except in case of emergency. So we request your good office
to give necessary instructions to stop this inhuman practice immediately.
5.
DAY TO DAY GOODS WORKING
Goods
working condition in SGT depot has deteriorated owing to non filling up of
vacancies and improper planning of electrical and diesel trainings. Some are
made to suffer because they are dual trained and juniors are deputed to work
passenger trains violating established provisions for utilizing staff for
officiating.
The working
hours and absence from headquarters are not monitored and relief is not planned
by the mechanical department. After signing on they are at the mercy of traffic
department and are made to suffer due to longer hours of working and increased
absence from headquarters and family life. So the maximum limit regarding
working hours and absence from headquarters shall be enforced during
unavoidable circumstances only. More over it is requested that provision to be
made to bring the crew to rest room/ headquarters within overall limit of 12
Hrs and not after completion of the above. Absence from headquarters shall be
limited to 36 Hrs as per Railway Board guidelines.
6. REQUEST FOR DISPLAY OF CREW BEAT AT SGT CREW LOBBY
Hours of employment regulations
clearly stipulates that the crew beat shall be prominently displayed in every crew
lobby. Such practice is not available in SBC division. So action to be taken to
display crew beat at a convenient location in both depots.
7.
CCRC/SGT POST TO BE FILLED THROUGH SELECTION
Post
of CCRC/ SGT is not filled properly as per procedure of selection and medically
de categorized staff are utilized as a stop gap arrangement. So the person
occupying the post will not know about the real problem faced by loco running
staff, hence will not consider and prioritize issues and becomes unaccountable.
So we request your good office to conduct selection and post a suitable loco
pilot for the above job.
All India Loco Running Staff
Association has submitted a detailed representation to railway administration
citing problems faced by loco running staff, but no action was taken. So we
request your good office to kindly intervene and take necessary steps to upkeep
the harmony of working class.
