Railways high speed trains may have French connection

New Delhi, Jun 19 (PTI) Railways is mulling to name its proposed high speed train service as TGS (Tibra Gatee Seva) on the pattern of TGV, the bullet train service in France.
France''s TGV, which stands for ''Train Grande Vitesse'' or high speed train in English, is renowned for its speed and comfort, running at 280-300 km/hour speed on five major lines.

Govt to push for Concor, Ircon divestment

NEW DELHI: Public sector enterprises under the Railway Ministry could be back on the disinvestment list soon. The Finance Ministry is likely to initiate discussions with the Railway Ministry amid concerns that the government will not be able to meet its disinvestment target for this fiscal. The companies in which the government could dilute its stake are Container Corporation of India (Concor) and Indian Railway Construction Corporation (Ircon).

Changes could relate to price variation clause in draft agreements for the purchase of 1,800 diesel, electric engines

The CWC meeting was held on 29th, 30th of May 2011 in New Delhi resolved as followed: -
1. On our long pending demand: - The CWC meeting expressed its serious un-satisfaction, resentment and disappointment for not resolving long pending grievances of up-gradation of GP of ALP, LP (Shunting), LP (Pass) and LP (Mail) along with reckoning the rate of Kilometer-age based on RAC 80 formula, its date of effect, onerous duty allowance etc. the justification of our grievances are again is enclosed herewith for ready reference please.

Decision of CWC Meeting, was held in Jain Dharmashala, Paharganj, New Delhi on 29th, 30th of May 2011
CWC meeting, which was held on 29th, 30th May 2011, presided over by Com. L. Many assisted by Com. N. Sarkar Working President took the following decisions after a threadbare discussion.
1. It came into the notice that AIRF was meeting with Railway Board on the question of rate of Kilometer-age on 8th May, so we decided to send a representation to CRB centrally immediately, copy to AIRF / NFIR detailing our views and we should be observed demand day on 06.06.2011 on all the depots all over country, submitting the memorandum to CRB through CCC / IC, advance copy to CRB through speed post C / to AIRF / NFIR too.
NB: - The memorandum, was sent to CRB, copy to AIRF / NFIR Centrally which was served upon all the three parties on 04.06.2011 only well before the meeting on 8th June.
2. It is decided to submit a memorandum to Hon’ble PM (In-charge of Railway), Hon’ble Chief Justice Supreme Court and other High Court.

Taking a lesson from past that Hon’ble Court has intervened into the stoppage of work by different section of workers, the last is the Air Pilot Strike and also the agitation of Railway M / Man of Mumbai the Central committee thought it proper to apprise the situation created by Railway Board by its discriminate actions to the Loco Running Staff in the knowledge of your lordship with this submission for your action as your lordship deem fit.
In very short justification of our demands are given below
We have already submitted memo detailing the justification of our grievances in various occasions to Ministry for Railways. Now I herewith submitting before your lordship in brief which I feel, will be sufficient to make your honour to convince about the justification of our grievances.

Most respectfully, once more, I on behalf of Loco Running Staff of Indian Railway knock your door for justice please I may please be excused for taking your valuable time for some minutes.
Sir, VICPC has done a great in justice to the Loco Running Staff of Indian Railways in regards to PB, GP i.e. Pay, grade pay and allowances to Loco Running Staff who in-fact maintaining the life line of the country in day and night, summer, rain and winter whether it was the area of terrorist influence or Maoists, Railway Administration always thinks that the responsibility of save operation of the trains only lies with the Loco Running Staff and Loco Running Staff are subjected to capital punishment in all most all the cases of accidents ignoring the system failure and failure of other concerned staff but while the matter comes of Pay and allowance and other benefits the Loco Running Staff are badly discriminated which have the cause of depression of Loco Running Staff. The Loco Running Staff seeing the treatment of Railway Management, discrimination and ignorance to their genuine demands, are now being compelled to think that whether it is mistake or Sin to join in service of Loco Running Staff.

No Filing of returns’ scheme for salaried class earning less than Rs. 5 Lakh to be notified by June, 2011

‘No return’ scheme for salaried class earning less than Rs. 5 Lakh to be notified by June .The Chairman of Central Board of Direct Taxes ( CBDT), Sudhir Chandra, today said the scheme to exempt salaried people earning up to Rs 5 lakh annually from filing income tax returns will be notified in the first week of June. The scheme was announced in the Union Budget 2011-12 by Finance Minister Pranab Mukherjee.

“A category of small salaried tax payers whose net salaried income is not above Rs 5 lakh and whose tax is deducted at source by the employer who files return, will be exempted from filing returns,” Chandra told reporters here.

“The scheme for this category will be notified in the first week of June,” he said. “But if the taxpayer is claiming a refund from the IT department, then he will have to file the return.” The scheme will provide relief to about 70 to 80 lakh people from filing IT returns.

“We are also trying to exempt small bank interest income, the tax on which has been deducted at source, under this scheme,” he said.

“A new facility has been introduced on filing of electronic returns. At the click of the mouse, a portal will open…on which you can view every month how much money your employer has deducted, and whether it has been deposited in the government kitty,” Chandra said.

Sub: Meeting with the Railway Board on Running Staff related issues successfully conducted today on 08/06/2011


The issues of payment of arrears of Running Allowance w.e.f. 1.1.2006, improvement in the rate of Kilometreage Allowance, 25% enhancement the rate of T.A./ KMs on reaching D.A. 51%, etc. were discussed today between the Railway Board and the President and General Secretary AIRF.
After prolonged discussions, there have been some breakthrough but the issues are still remained inconclusive because Railway administration wanted some more time for collection of data.
We hope an early solution in the next meeting with the Railway Board on the subject.

DA WILL INCREASE BY 7% w.e.f. 1-7-2011

AS PER THE PATTERN OF INCREASE IN PRICE INDEX UPTO APRIL 2011 THE MAY AND JUNE FIGURES WILL RESULT ONLY IN THE DA PERCENTAGE OF 58%. AS ALREADY CENTRAL GOVT EMPLOYEES ARE GETTING 51% WEF 1-1-2011 THERE WILL BE AN INCREASE OF 7% WEF 1-7-2011.TRANSPORT ALLOWANCE WILL ALSO INCREASE TO 7% . THE DA WILL BE DECIDED BY THE CABINET ONLY AFTER MAY AND JUNE FIGURES ARE PUBLISHED IN JUNE AND JULY RESPECTIVELY. AS PER RULES THE DA EFFECTIVE FROM JULY WILL HAVE TO BE INCLUDED WITH THE PAY FOR SEPTEMBER.

Railway infrastructure is being used to generate green energy for the first time in Europe with the inauguration of the ‘Solar Tunnel’ in Belgium. 3.4 kilometres of tunnel roof near Antwerp, part of the high-speed line connecting Paris and Amsterdam, has been covered with 16,000 solar PV panels, an area of roughly 50,000m2 – equivalent to eight football pitches.

RUNNING ALLOWANCE.
Till recent years Running Allowance was a glamour of Running Staff. But today the condition is different. When DA raised to 51% w.e.f 01/01/2011, many of the allowances automatically raised by 25% as per accepted recommendation of 6th CPC and this includes Travelling Allowance also. Hence there are lot of expectations among the Running Staff to get enhanced rate of running allowance. But it is not applicable to running allowance as per existing orders. Thus it is imperative to look at the problem more deep and analyze various facts.
