Tenure of the prioritize committee has been extended

Railway Board vide order No. ERB- I/2009/23/1 dated 28.4.2009, have decided to nominate EDPC-I, Railway Board and Shri U.S. Jha, Secretary General, All India RPF Association as members in the existing committee constituted to prioritize the issues pertaining to replacement pay structure arising out of implementation of 6th CPC. The tenure of the committee has been extended up to 3rd October,2009 as notified by the Railway Board vide No. ERB-1/2009/23/1 dated 21.4.2009.

Sub: GREETINGS TO 16TH CONFERENCE OF AILRSA AT NAGPUR


I am happy to learn that the sixteenth conference of AILRSA is taking
place on June 25th and 26th At Nagpur. These dates remind me of the
Internal Emergency declared in 1975. Of course, the Loco running staff
Agitation for eight hours work followed by the leadership change in
AIRF, formation of UCTU, the 1974 Railway Strike and its brutal
crushing by the Indira Gandhi Government precede the emergency. The
AILRSA and the railway workers movement will look back to those days
when it could aim at launching the most notable strikes of the period.

Although the pattern of administration has changed nothing much has
changed for the working people especially when it comes to the way the
labour is handled, The party which was in power them has come back
with a vigour that was not openly displaced in the recent days. They
say that they will put down labour hostility.

By hostility they mean that labour will have to be survile and not
challenging their dictacts. Unlike the period of emergency when
ultimately the civil society asserted their position and shown the
doors to the rulers who took the people for granted, presently day the
iron fist is in velvet gloves. The working people have to master the
technique of meeting the challenge of the effort by the ruling classes
to push them further down.

The railway workers movement and especially the Loco Running Staff
will have to be one of the leading segments in the fight to assert the
Rights of the Labour and help to usher in a new society.

I am sure you will be discussing the present situation and that your
conference will be successful to build not only the AILRS, but the
railway workers in general and to link them with the working class and
democratic movement in general.

At a time of increaded globbal pressure against collective action for an equitable society and due share for the working hands AILRSA is having its 16th All India Conference in Nagpur scheduled for tomorrow and the day after. I am back from visiting west European contries just yesterday and saw persons are spending the night in the verandas of shops in busy and oppulant cities even in the developed countries and unless the resorces are equitably shared the human sufferings cannot be abandened. I am sure the conference will enliven the spirit of organised bargain for a better systen to live in. My best wishes for the success of the conference.

REPORT ON AGITATION AT TRIVANDRUM DIVISION OF SOUTHERN RAILWAY

Inhuman punishments, unethical approach of Medical Officers, countless charge sheets and the delay in settling personnel grievances made the Divisional Committee of AILRSA to chart out the following programme to protest against the anti-running staff attitude of DRM and his puppet officers in TVC Division which were carried out in a befitting manner. From 26th May for a week individual letter quoting numerous atrocities of Divisional Administration were sent to Minister of Railways.

On 30.05.09, Family dharna took place at ERS, QLN, and NCJ crew depots. Com.Chandran Pillai, Ex.M.P inaugurated the huge dharna of kith and kin of running staff at ERS. Com.J.Mercykutty Amma, All India Vice President /CITU inaugurated at QLN depot in which Com.Sabita Begum, Ex. Mayor was the chief guest. Com.C.S.Kishor, Divl.President inaugurated Family dharna at NCJ.

Despite the threat of DRM’s office to arrest the protesters, Protest Demonstration were held at QLN, ERS and TVC railway stations on 6’Th, 10’Th and 12’th of June and burned the effigy of Titus.P.Koshy DRM/TVC. This was also the protest of the staff for the illegal opening of RPF case on staff who pasted posters.

Com.Varkala Radhakrishnan, Ex. M.P, inaugurated the indefinite Hunger Fast in front of DRM office on 15.06.09. Com.Sampath M.P, Com.P.Karunakaran M.P and various trade union leaders visited the satyagrahis and offered solidarity to this nonviolent struggle. Com.K.P.Varghese/ERS, Com.K.Rajeev/QLN, N.S.Potti/NCJ were the satyagrahis. The Railway Administration tried its all efforts to ignore this protest by its ‘no-talk’ method but it strengthened. On the third day our delegates spoke to Divisional officers headed by DRM/TVC and made their sweat out. Honoring the assurances given by GM/SR to Janakiraman GS/DREU, Com.R.Elangovan Working President/DREU, Com.Balachandran Divl.Secy/AILRSA the hunger fast was withdrawn on 17.06.09.Com.V.Sivankutty MLA gave tender coconut to satyagrahis to end the fast.

Sub: - unjust penal action against loco running staff of Hubli division- reg.

The Railway Board instruction regarding handling of mobile phone on duty is to be kept in switched off or in silent mode.

The call register of mobile phones gives the details of missed calls, when the hand set is not attended. This will help to make a call to those numbers later. Now a days people are connecting voice recorders and caller ID’s to all land phones even.

When the hand set is switched off, many models do not record the missed calls, but do so when kept in silent mode. That is why Railway Board has given the option for either making dead or kept in silent mode.

We wish to further point out that, the standing order in SBC and MYS divisions permits keeping mobile phones in silent mode. In Southern Railway, COM has given instruction to give SMS to inform running staff about the changes of traffic programs during on duty as decision of PNM.

While foot plating with Sri.M.Belu Naik, LP/Mail/UBL, Sr DME asked his mobile phone which was inside his bag. By seeing the mobile phone in ON condition ,Sr DME ordered to suspend the employee on arrival. In fact a mobile phone kept inside luggage box in silent mode will not cause any disturbance to crew or cause any accident. When that be the position, the over enthusiastic action of Sr.DME/P/UBL, in ordering suspension of Sri.M.Belu Naik, was really provoking .By hearing this injustice around 50 LP and ALP of Hubli division sent SMS to Sr DME that their mobile also in ON and he can suspend them also. After getting the SMS Sr DME withdraw the suspension, but initiated Show cause notice to selected 17 running staff. AILRSA All India Vice President Com. KAS Mani, General Secretary Com. Sunish intervened. In the reply to the Show cause notice all were expressed this and regretted for the incidence. But unfortunately Sr DME/P without considering the reply to show cause notice issued minor penalty charge memorandum to all the 17 running staff, stating threatening the officer.

Demanding to withdraw the fabricated charge sheets against 17 loco running staff of Hubli division and to highlight the following demands, AILRSA Hubli Division conducted a mass demonstration from crew booking lobby Hubli to Divisional Railway Manager’s Office Hubli on 16.06.09. The program was addressed by Sri C. Sunish, General Secretary, Sri SD Arnold, Zonal President, Sri Donal Raj, Zonal Vice President, Sri PK Sahoo,Divisional Organising Secretary.Later a Delegation met Divisional Railway Manager Sri Adesh Sharma and submitted a memorandum. He assured to consider our demands sympathetically.

Other Demands

1.Running Staff of Hubli depot is not getting Periodic Rest as per HOER,so we demand to grant PR or permit to avail CR.

2.Open new Crew depot at Belgaum,Gadag/Bijapur,and shift Castle rock depot to Vasco.

3.Modify the Cab ergonomics of WDG4/WDP4 locomotive to driver friendly. And avoid Long hood leading working for passenger service to ensure safety.

4.Identify and declare the handicapped sections under Hospet depots, and grant minimum guaranteed mileage.
5.Running staff resuming from leave and sick to be made 8.00 hours position instead of present 00.00 hours.
6. Publish seniority list of running staff.

RESOLUTIONS PASSED UNANIMAOUSLY AFTER THE COMPLETION OF SAFETY SEMINAR ON SAFE EMU/TRAIN WORKING ON 03-06-2009 AT MEMORIAL HALL, CHENNAI -3 CONDUCTED BY AILRSA/MAS DIVISION/SOUTHERN RAILWAY.

All India Loco Running Staff Association, Chennai division organized a safety seminar on safe EMU / Train working on 3rd June 2009 at Memorial Hall, Chennai in which prominent trade union leaders representing different trade unions and traveling public expressed their views.
Summarizing the views expressed in the seminar, the following resolutions are adopted for the consideration of the competent authority and necessary action.
1. At present entire Motorman of Indian Railways numbering about 5000 or more and a number of trouble shooting staff are supplied with the keys which can be used to drive any EMU rake of Indian Railways. So instead of this universal key system, individual key for every motor cab to be introduced.
2. In all public transport system, the keys of the motor vehicles are allowed to be with the Drivers who are ON duty. The General Rules framed by the Railway Board [GR 4.19(i) and GR 1.02(19)] too restricts the keys shall be only with the Motorman (Drivers) while ON duty with his train. So, provision to be made at stations to hand over the keys to the nominated ON duty Motorman by a competent authority and to procure it from the Motorman before he breaks OFF.
3. Improvised Train Protection Warning System (TPWS) must be operative in all EMU trains duly addressing the concerns and the practical difficulties faced by the Motorman. Isolated TPWS EMU rakes shall be withdrawn from services. Only after the attention of defect, the rake should be put into service.
4.Handing over rules for EMU trains vide GR and SR 4.61 shall be amplified and defined with regard to competent railway servant who necessarily be Loco Pilot(Shunting).
5.Manning of EMU trains in charged condition must be ensured by the competent railway servant specifically by Loco Pilot (Shunting) at all places till the Motorman takes over charge. Adequate LP (Shunting) posts are to be created to man the trains.
6. Nowadays the Motorman /Loco running staff are not allowed with sufficient break during duty to attend nature call or meals. They are joining duty after a break at home station or at outstation where they may not have enough facility to procure food packets. There is no arrangement to supply food at their duty place. This situation necessarily make them to leave the cabin while ON duty without proper handing over.So,the crew links to be redrawn with break for attending nature calls and to take food, duly making necessary arrangements to serve food at the work spot, if required to ensure unmanning of cab.
7. For safe running of trains, Learning Road and signals is very important. The rule GR 3.78 prescribes, in the case of Loco Pilot is not conversant with the Road and Signals, he shall be guided by a competent railway servent.The Chief Safety Officer/MAS/Southern Railway interpretation vide letter no.T 157/II/83/3078 that any person found competent by Railway Administration, irrespective of whether he passes necessary knowledge about the terrain of Road or not shall guide the Loco Pilot and it is intended only to enlarge the competent servants. .
8.The Chief Safety Officer (CSO/S.RLY) circular no:T157/IV/83/4.50 dt 12.06.2002 clarified that the bell code mentioned in SR 4.51(i)(2) shall be initiated by the Motorman in case the train is being restarted. But SR4.42III(e) states that while starting the train after stopping outside the station limit, Guard should restart the train after ensuring everything is allright .
In view of safety the initiative from the Guard to start/restart the train should be forthcoming after duly observing the aspect of the signal as four eyes are better than two eyes apart from the responsibility of the Motorman with regard to signals.
Hence in view of safety the above circular shall be withdrawn and any clarification or amplification of subsidiary rules shall be done by the Authorized Officer of Southern Railway i.e. Chief Operating Manager (COM) only.
9. A detailed enquiry on the psycho social aspects of every human failure leads to an accident and remedial measures to be resorted.
