AILRSA conducted REGIONAL CONVENTION at Hotel New Krishna Bhavan, Sampige Road, Malleswaram, Bangalore on 23rd January 2009. In which Southern Railway (Kerala and Tamil Nadu) and South Western Railway (Karnataka) participated.

Venue changed for the regional convention of the Central & Western Railway from Mumbai CST to Railway Institute THANE (West)on date 19TH January, 2009 at 15.00 hours, The Convention will be followed by the press conference. Shri Haribhau Rathod (MP), AILRSA/CWC members Com M N Prasad, Com L Mony, Com N Sarkar, Com T Hanumaiah, will address the convention. AILRSA leadres from Central & Western Railway and Leaders of Western Railway Motormen Association will also address the convention.
1. As per CWC direction , AILRSA Howrah TRS Br. observed 30Hrs. Sit in Fast program from 10Hrs. on 29/12/08 in front of DRM Office Howrah, inviting all Railway and other democratic Trade Unions .

30 comrades took parts in Sit in Fast and about 250 Asst. Loco Pilots, Loco Pilots including family members were present all along to success the program.

Com. N. Sarkar, Central working President, Com Mukunda Banerjee, Secretary AIREC, SE Railway along with other representatives of ERMU, ERMC, AIGC addressed the meeting. To encourage the fasting loco men, local MLA Com. Lagan Deo Sing extended all possible co- operation for the success of program

Honb’le Mayor of Howrah Corporation Smt. Mamta Joiswal also addressed the meeting.

On 30th Dec, at 16.00 hrs. Honb’le Member Of Parliament COM Santosree Chatteerjee offered lemon water to the fasting comrades to break fast and also promised to raise the issue of AILRSA at the Parliament level in the next session of Parliament.

2. 14th BGM of AILRSA Howrah TRS Branch held at Seminar Hall , CC office Howrah on 10th January 2009

At the out set, Red flag of the Organization hoisted by the branch president , garlanded the photo of Com. S.K. Dhar ,observed one minute silence in memory of departed comrades.

Com. S.C Majumder , out going secretary , placed report covering all International , National situation , creticised the role of 6th CPC for not considering the working condition , risk and hazard while fixing pay and other allowances of Asst. Loco Pilots and Loco pilots .

UNITE TO FIGHT OUT INJUSTICE

Resist new Running Allowance rates which allow Rs.7.50 as TA for a day for RC and any other Training.Rs.68/- as TA in a month for working trains all the 365 days for Loco Pilots.

While this Association is on the serious agitational path against the deeply depressed pay structure of Asst. Loco Pilots, the release of report of the committee under Chairmanship of Adv (IR) RBE 202/2008 regarding pay element and rate of Running allowance come like “Bolt from the Blue”
As per RBE 202/2008 orders the rate of Running allowance for LP (Pass) is derived as Rs.169/- and Rs 121/- for ALP the committee says.
• Though every reason exist to reduce the pay element even after IV and V CPC by considering the Running staff productivity is more important, if an attempt is made to reduce the pay element basing on depression concept will ultimately lower the motivation level and in turn affecting the efficiency in train operation.
• Assuming TA revision as Rs.210/- and taking minimum of pay band Rs. 9300 + GP Rs. 4200,arrived the rate at Rs.160/-and decided not to continue the RAC 1980 formula and concluded Doubling of mileage rate with effect from 01.09.2008.
Continuously and vigorously our Association is strongly advocating against the ‘depression concept’ for arriving % of pay element. The same is accepted by the committee only because of our united struggles. But RAC 1980 clearly devised a formula to determine the rate of Running Allowance, accordingly for the past 28 years periodical revision of rate of Running Allowance has been taken place basing on the varying parameters of the formula despite our reservations on the parameters.
The newly coined depression concept by RAC 2002 on selective and convenient comparison to suit to their ill intention without considering the nature of work, duties and responsibilities of Loco Running Staff and that of other Non-Running Staff only been taken by Adv(IR) committee, but deliberately ignored the enhanced number of days of TA and real time data on NAK(4700km).Further this committee has taken minimum of PB 2 ie.Rs.9300+GP Rs.4200,wherein which no LP(Pass) draws Rs.9300 as pay in pay band is unjust and intended to reduce the pay of Running staff. Loco running staffs are given just replacement scales, in order to retain the relativity with others, mean pay concept need to be continued. (ie) Rs.22050 + GP Rs.4200, contrarily taking minimum of pay in PB 2 and taking TA rate as Rs.210/-whereas the revised new TA rate (Rs.340/-) to determine the rate of Running Allowance as double will not meet ends of justice. If the new rates are allowed to continue, we will not get any compensation for the outstation stay while all others will enjoy.
The mean of pay of Loco Pilot (Pass) is {(9300 + 34800) / 2} + 4200 = Rs 26250/- The 30% pay element is Rs.7875/-.The national average killometerage of passenger link is 4700.So the average running allowance of Loco Pilot (Pass) is {(169*4700) / 100} = Rs.7943/- ie the TA component is 7943 – 7875 = Rs 68/- ?!!!.....
Similarly the pay element for a day is 7875/30 = Rs.262.50.ALK for LP(Pass) is Rs.270/-.He will get Rs.7.50 as TA when attending RC / Promotional course while all others with same grade pay will get Rs.340/- as TA. Very same ill fate is shared by ALPs in Passenger links. The ill fate of LPs and ALPs working in Goods need not be spoken. None of them will get their actual pay element even!! No arrears pay element from 01. 01. 06 to 31.08.08 will be paid to us. This will become a penalization for maintaining the higher medical standards and continue in the most tedious duty as the medically decategorised running staff will get the arrears.
Rather to correct the infirmities in the RAC 1980 formula, but abolishing the time tested formula which we got after waging continuous struggles on scientific revision of Running Allowance will pave the way for the loss of periodic revision and lead to include the Running Allowance system under PRIS (Performance Related Incentive Scheme as suggested by VI CPC).Let us not fall prey to evil design
This Association’s continuous and tireless efforts and struggles had drawn the attention of Ministry Of Railways to spell out to redress the grievance of Asst. Loco Pilots grade pay. Let us grab this opportunity to rigorously continue our agitation programs to achieve our following demands

1. Upgrade ALP grade pay to Rs.2800/-
2. Allow enhanced distinct GP for LPs
3. Extend additional allowance to all LPs and ALPs
4. Revise rate of Running Allowance as per RAC 1980 formula.
5. Appoint judicial review committee on HOER

Let us join hands and uphold unity of Loco Running men to achieve our righteous pay and allowances

on 06.01.09 while working Train no. 6210 Mysore -Ajmeer Express at Ramanagaram railway Station agitated passengers of 238 Bangalore-Mysore Passenger Train pelt Stones to the Train Engine and Coaches. Since the passenger train was detained for crossing the Ajmeer train they adopted such a bad practice. Due to the stone throw the Loco Pilot Sri K Imayavaramban and Assistant Loco Pilot Sri Venkoba Rao were INJURED, and undergoing treatment at Railway Hospital Bangalore. Such incidents are repeating now a days . So to stop such incidents the Loco motive to be provided with Metal Gaurds, and necessary RPF protection may be arranged where ever required. AILRSA strongly protest this type of practice by the passengers. The crossing of trains are not decided by the Loco Pilot. If at all they are having a protest they can very well stop the trains and discuss with the Divisional Railway Manager and other othorities and not to put their anger on the POOR WORKERS.

Quarterly Report of the Activities in Western Zone
Dear Comrades,
On behalf of the AILRSA – BCT division – Western Railway I hereby wish all of you a very Happy New Year 2009.
If we look into the recent past we have been fighting to save our hard earned rights and privileges like the Pay Element and the Running Allowance rates, etc. And, the fight for right is still to be continued in the New Year as we have not achieved our goals of getting – proper Grade Pay, revised Mileage rates as per the correct formula and that too we must get it with arrears from 01.01.2006.
In recent past we have taken up several agitational programs for our grievances and justified demands and we have got success at the Divisional Level on resolving many of our local grievances.
1. The protest at DRM-BCT and GM-CCG on 6th October, 2008 against the illegal curtailment of Pay Element was successful and the running staff got the justified Pay Element as a result of the show of strength of unity.
2. After the demonstration at the DRM-BCT on 22nd October, 2009 our delegation (A. K. Shrivastav, Z. A. Shaikh, Ramdas G. D. and Mahesh Pandya) submitted the memorandum on the local and all India issues and got assurance from ADRM-BCT and Sr. DEE (O) BCT to immediately take up the issues of – providing CUG SIM Cards and Duty Card Passes to each and everyone of the Loco Running Staff, filling up all the vacancies in the entire Running Staff cadres.
3. Meeting of the Loco Running Staff was organized at Valsad to discuss about the further agitational programs and the local grievances.
4. Joint Meeting of the Loco and Traffic Running Staff was held at the Railway Institute Maninagar (Ahemadabad) on 9th November, 2008. Total 127 Running Staff attended the meeting. The Meeting was addressed by Comrades – A. K. Shrivastav, B. L. Shrivastav, J. A. Misquetta, R. D. Pillay, R. B. Khalsa and others. It was decided to increase the intensity of our agitational programs to achieve our demands.
5. After the demonstration at GM-CCG WR on 11th November, 2008 the delegation (A. K. Shrivastav, Dilip Kumar, Z. A. Shaikh, Tukaram Metry, Kamlesh Kumar, B. L. Shrivastav and Mahesh Pandya) submitted the memorandum on all India issues to the AGM, CME, CPO (IR), CELE, COM and other zonal officers.
6. The AILRSA whole heartedly supported the Work to Rule agitation by the Western Railway Motormen's Association which started from 1st December, 2008 till 6th December, 2008 when the administration gave them the assurance to look into the matter at the earliest.
7. After the demonstration at DRM-BCT on 2nd December, 2008 our delegation (B. L. Shrivastav, A. K. Shrivastav, S. P. Sharma, Ajit Singh, Tukaram Metry and Mahesh Pandya) submitted the memorandum on the local grievances & demands and reminded the officers ADRM-BCT, DPO-BCT and Sr. DEE (O) BCT to immediately take up the issues of – providing CUG SIM Cards and Duty Card Passes to each and everyone of the Loco Running Staff, filling up all the vacancies in the entire Running Staff cadres, and also take up the issues of Pay Fixation & Payment of all kind of Arrears as quickly as possible.
8. Our comrades attended and supported the Hunger Strike Agitation by the Western Railway Motormen's Association on 18th December, 2008 as the administration denied their justified demands.
9. Demand Day was observed as per the CWC guidelines by wearing of protest badges while on duty on entire Western Railway network. And, holding the meeting of Loco Running Staff at crew points was observed at Valsad, Ratlam and Chittaurgarh.
10. Our Comrades Ramdas G. D., Milind Datar, Sanjay Kulkarni, Mahesh Pandya and P. K. Dhote attended the AILRSA Mumbai Divisional Central Railway's Conference at Kalyan on 27TH December, 2008 and discussed in detail about mobilization of the Loco Running Staff against the injustice done by the 6th CPC.
11. On 29th December, 2008 the program as decided by the CWC of AILRSA was to hold 36 hours Hunger Strike in front of All the DRM offices but as per the decision by the Divisional body of Mumbai Division AILRSA it was decided to hold Hunger Strike at the ARM-BL and peaceful demonstration at the DRM-BCT. After the demonstration our delegation (Milind Datar, Tukaram Metry, Ramdas G. D., Mahesh Pandya, Pradeep Tiwari, Saiyad Ahmed) submitted and discussed in detail about the all India Memorandum regarding Grade Pay and Running Allowance to the DRM-BCT. And, the delegation pressurized the Sr. DEE (O) BCT to take immediate steps regarding filling up all the vacancies and release the promotion letters which were pending for orders.
12. At Ratlam on 29/30TH December, 2008 the Hunger Strike program was observed for 30 hours in front of DRM office Ratlam Total 392 Loco Running Staff participated in the agitational program and this was covered by the Press and the Media.
13. Meeting of the Loco Running Staff at HQ Vasai Road (Mumbai Division) was organised on 31st December, 2008 and a new Adhoc Body was constituted for AILRSA Vasai Branch.
14. Programs to be hold in near future are (A) Conference of Central Zone AILRSA at Bhusawal on 2ND January, 2009. (B) Divisional Meeting of Kota Division at Gangapur City on 3RD January 2008.

“Our all India program of 29/30th was so effective that we could be able to draw the attention of Railway Minister who learnt to be asked CRB to look into the Grade Pay of Assistant Loco Pilot. Prepare strongly for 6th February without being illusioned.”

Good News in the New year

AILRSA welcomes the statement of the Minister of Railways


The consistent efforts of AILRSA and its programmes, in particular the 30-hrs hunger fast programme 29th & 30th Dec’ 2008 has a telling effect on the MINISTRY OF RAILWAYS in recognising the injustice caused to the locomen in the 6th CPC, particularly to the ALPs.
As a result, in a farewell meeting, the Hon’ble Minister of Railway, Shri Lalu Prasad Yadavji has openly directed the Chairman, Railway Board to redress the grievances of the Asst. Loco pilots. He was categorical that their grades must be restored with commensurate pay scales, as these personnel are performing a vital job.
While welcoming the statement of the Hon’ble Minister of Railways, Shri Lalu Prasad Yadavji, the AILRSA requests him to implement his order to increase the grade pay of ALPs/Locomen expeditiously.
AILRSA appeals to all locomen to come together and participate in all the programs of AILRSA, in order to achieve our genuine demands.

AILRSA has conducted 36 hours Hunger fast in front of Divisional Railway Manager’s office through out the country. At many locations different trade unions supported this agitation. Many Divisions train service were dislocated due to severe causality. As a result small spark has came in the form of instruction from our Honarable Railway Minister Sri Lalu Prasad Yadav, who asked Sri KC Jena, Chairman Railway Board as follows

Reduction in fares
Mr. Prasad, however, ruled out lowering passenger fares in the wake of a reduction in fares by air operators and cut in diesel prices. “They had hiked the prices in the first place. We did not hike the fares when the price of diesel was raised.”
He asked the Railway Board chairman K.C. Jena at the farewell function of seven railways staff to redress the grievance of the assistant loco pilots who struck work on Tuesday protesting against the recommendation of the Sixth Pay commission.
The Railway Minister was categorical that their grades must be restored with commensurate pay scales as these personnel were performing a vital job.

We should develop this spark to a mighty FIRE to destroy all the obstructions before us. Don’t keep any illusion that your demands are redressed. It is only IDENTIFIED by our Minister Sri Lalu due to the train detention during our Hunger fast on 29th and 30th in different parts of the country. So let us not being carried away by this, since the past history of Railway Bureaucracy is not so attractive in honouring the Judicial/ Political commitments and decisions.
So please continue our campaign rigorously to make the Rail Bhavan March on Feb 6 a grant success.
