21st All India Biennial Conference of All India Loco Running Staff Association was held successfully at “com. Joginder Singh Nagar (Desh Bhakth Yadgar Complex, Jalandhar) on 18 & 19 November 2016. The conference was started with flag hoisting by com. L. Mony, President of All India Loco Running Staff Association and followed by garlanding of Martyrs’ column by leaders and delegates. Before flag hoisting EPTA/DGG placed a revolutionary song.

Before inauguration of 21 BGM 1 minutes silence was observed in respect of martyrs and various respected personalities. Then formal inauguration was done by com. Mangat Ram Pasla, Vice President of CTU Punjab, as Com. Basudeo Acharya was sick, could not come in the open session presided by a presidium consisting of com. L. Mony, com. R. R. Bhagat and Com. M. P. Deo. Com. Mangat Ram Pasla remembered the past glorious struggles of the Loco Pilots, which were enlightening other sections. He expressed his hope that the All India Conference will discuss the onslaughts on working class by the Pro-capital, economic policies of Govt. and come forward with determined resistance movements.

Com. K. K. N. Kutty, All India President of Confederation of Central Govt Employees and Workers, delivered the key note address deliberating the attack of the Central Govt on its own workers and the resistance movement of the workers. Prof. Jaipal Singh, Chairman, Reception Committee, com. Siva Dutta, Divisional President NRMU / AIRF, Com. Satish Rana, General Secretary of Punjab Subordinate Service Federation, com. Nirmal Mukherjee, Chittaranjan Locomotive Works, com. A. K. Srivasthava, Secretary General, AIGC, Com Sreekumar Secretary General Defence employees Federation, com. Surjeet, All India Insurance Employees Union Prof. Rajbir Kaur, General secretary of trust and several leaders of other sister trade unions delivered their address in this session.

Indoor Buisness of day one ended with placing of working report by secretary general Com M.N Prasad. A colourful march in the city by around 1300 Loco Pilots and their family members were held at 4 PM from the meeting place to Jalandhar City Railway Station and back. After that a drama was played by local artists and EPTA/DGG at the open auditorium.

Delegate Session was controlled by presidium consisting of com. L. Mony, Com N. B. Dutta, com. R. R. Bhagat and Com. M. P. Deo. Day two was started with the placing of finance report by Treasurer Com. Jit Singh Tank. Thirty two delegates from 17 zones debated on the working report, finance report, problems of running staff and organisational matters.

All the delegates above the age of 70 were specially honoured on the Diaz. Com. Lunaram, GS/WR also honoured the all zonal secretaries with photo for their financial support in the Chittorgarh BGM.

The meeting passed resolutions on various matters related to loco running staff, railways & common men and two organizational resolutions. The meeting took serious decisions to protect our rights and to achieve our demands. The conference elected the team of 62 courageous, sincere & hard working Comrades to lead the association in the coming couple of years.

North Western Railway - one of the new born railway - came bravely forward to conduct the 22 BGM & it was declared to hold at Jodhpur in 2018.

Central committee specially congratulate and thank Northern Railway Comrades especially those from Firozpur Division, the Sister trade unions & all well wishers who worked day & night for conducting the GB & taking care of delegates ,visitors & Guests. I also thank one & all those sweated for the success of the BGM.
