Running Allowance
·
Running allowance is an allowance granted to running staff for the
performance of duty directly connected with the charge of moving trains and
includes “Kilometreage allowance” or “Allowance in lieu of Kilometreage” but
excludes special compensatory allowances. This allowance is paid on the
Kilometreage basis calculated at the rates specified per hundred kilometers.

When running staff are put to officiate in a “running” post for 30
days or less, they will be paid pay in lower grade plus running allowance at
the rates applicable to the higher grade in which they officiate enhanced by
15%
·
Running Allowance shall be admissible to the Loco Inspectors drawn
from the loco running staff for the performance of duties directly connected
with the training and monitoring of loco running staff on foot plate.
·
Running staff drawing running allowance are not entitled to
traveling allowance
·
Kilometrage shall be calculated as per the
distance shown in the Working

pay of a running staff will be reckoned as pay element of Running Allowance in
following cases:
- Entitlement of Passes/PTOs.
- Fixation of Pay in Stationary posts.
- HRA.
- Entitlement of Quarters.
- Recovery of Quarters Rent.
- DA.
- Overtime Allowance.
- Leave Salary.
- Medical Attendance and treatment.
- Reimbursement of Tution Fee.
- Children Educaton Allowance and Subsidised hostels.
- 30% of actual Running Allowance will be taken for Income Tax.
What Should be our mileage as per
RAC 1980 ?
RAC1980 identified two elements in running allowance, ie. Pay element
and TA element and somehow quantified them through some guess work. RAC 1980
derived a methodology (formula) to calculate rate of Running Allowance.
Accordingly revision of running allowance was done for the past two decades
based on the RAC1980 formula. Despite our disputes over various factors we
principally accept the RAC1980 methodology.
After 6th CPC, Railways constituted a committee under the
Chairmanship of Adv(IR) along with five Railway Bd Officials and two General
Secretaries of NFIR and AIRF. It has submitted its recommendation on
25.11.2008. The committee vide Para14, assumed that the TA / DA rate at Rs.
210/-, and took the minimum of pay band (PB2) and calculated rate of running allowance as Rs 160/- per 100 kms but subsequently TA / DA has been released fixing Rs. 340/-
for the grade pay of Rs. 4200/-. So
instead of Rs. 210 an amount of Rs. 340
should have been taken as TA for
fixing the running allowance rate. In
the case of Assistant Loco Pilots the increase in TA rates is from Rs. 55 to
Rs.210 i.e, 3.81 times. Therefore the recommendation of the committee on Running
Allowance to double the rate w.e.f 01.09.2008 is unjust.

Mr sunish. In 2008 we lost the formula to calculate running allowance. So all calculations are assumptions. The real.challenge ahead is can we regain the list formula in 7th CPC.
Com.Pandhi : You are right. But many people are not aware of that. Those who wants to know let them get the information and join for future fight. Without fight we are not going to get anything, also existing benefits also will snatch away.

Is there any clear definition given by Railway board regarding 55% pension emolument for the Running staff who appointed after the implementation of NPS
Running Allowance is the combination of 30℅ Pay element +
TA. No one having rights to reduce the pay until it is national emergency. So,We should fight to get legimate right and running staff should not compromise anything less than RAC 1980 FORMULA.
