The Loco Running Staff of
Indian Railway are very much thankful for your greeting to our 19th
BGM held at Bangaluru on date 16th & 17th May 2012.
AILRSA always supported by its active participation to the call of struggle on
the genuine cause of Railwaymen / Central Government employee whether we
consulted or not before a decision of a struggle is taken, and in future also
we do that.
Com,
it is well known to you that the railway administration has been dragging the
various issues of Loco Running Staff, related to their appropriate grade pay,
reckoning the rate of running allowance based on RAC 1980 formula,
reclassification of Loco Running Staff (Review of HOER), additional allowance
to all Loco Running Staff, since last four years, although the Railway
administration maintained all through RLC conciliation that all the matters are
under active consideration, but the result was not satisfactory resulted with
failure of conciliation which brought the National Industrial Tribunal.
In-addition to this various decision came from LEO, LABOUR COURTS or from
Labour Commissioner at the
initiative of different branches of AILRSA to reclassify
the
Loco Pilot Mail/Express as intensive
restricting their duty hour for six hours only, periodical rest for 30 + 16hrs,
call for duty after 16 + 2 hrs rest and lastly Karnataka High Court also gave a
Judgment for the periodical rest for 30 + 16hrs, and on this issue also the
Railway Board not seen sincere to implement it. Further about 17000 vacancies
are lying in loco running cadre alone excluding the creation of post for new
introduction train causing unsafe working. No doubt after our sustained
pressure some recruitment has recently been done and some are under process.
The AIRF has also raised this issue of filling up the vacancies at its
appropriate level and for which I am really thankful. Further the Loco Running
Staff again discriminated on various issue like MACP, SRVRS etc for which
continuously AILRSA has been trying to resolve this issue and some modification
had been done but not to fully satisfaction. Com, the Loco Running Staff of
Indian Railways had been looking forward and was expecting a positive support
from AIRF to our movement.
And
at this outset I would like to let you appraise the sentiments of the Loco
Running Staff over Indian Railway which is badly hurt by the un-expectable
representation of Comrade Umraomal Purohit in PNM at Railway Board level which
was held on 23rd & 24th Feb 2012 against the
constitution of NIT to adjudication on our dispute.
