RESOLUTIONS PASSED UNANIMAOUSLY AFTER THE COMPLETION OF SAFETY SEMINAR ON SAFE EMU/TRAIN WORKING ON 03-06-2009 AT MEMORIAL HALL, CHENNAI -3 CONDUCTED BY AILRSA/MAS DIVISION/SOUTHERN RAILWAY.
All India Loco Running Staff Association, Chennai division organized a safety seminar on safe EMU / Train working on 3rd June 2009 at Memorial Hall, Chennai in which prominent trade union leaders representing different trade unions and traveling public expressed their views.
Summarizing the views expressed in the seminar, the following resolutions are adopted for the consideration of the competent authority and necessary action.
1. At present entire Motorman of Indian Railways numbering about 5000 or more and a number of trouble shooting staff are supplied with the keys which can be used to drive any EMU rake of Indian Railways. So instead of this universal key system, individual key for every motor cab to be introduced.
2. In all public transport system, the keys of the motor vehicles are allowed to be with the Drivers who are ON duty. The General Rules framed by the Railway Board [GR 4.19(i) and GR 1.02(19)] too restricts the keys shall be only with the Motorman (Drivers) while ON duty with his train. So, provision to be made at stations to hand over the keys to the nominated ON duty Motorman by a competent authority and to procure it from the Motorman before he breaks OFF.
3. Improvised Train Protection Warning System (TPWS) must be operative in all EMU trains duly addressing the concerns and the practical difficulties faced by the Motorman. Isolated TPWS EMU rakes shall be withdrawn from services. Only after the attention of defect, the rake should be put into service.
4.Handing over rules for EMU trains vide GR and SR 4.61 shall be amplified and defined with regard to competent railway servant who necessarily be Loco Pilot(Shunting).
5.Manning of EMU trains in charged condition must be ensured by the competent railway servant specifically by Loco Pilot (Shunting) at all places till the Motorman takes over charge. Adequate LP (Shunting) posts are to be created to man the trains.
6. Nowadays the Motorman /Loco running staff are not allowed with sufficient break during duty to attend nature call or meals. They are joining duty after a break at home station or at outstation where they may not have enough facility to procure food packets. There is no arrangement to supply food at their duty place. This situation necessarily make them to leave the cabin while ON duty without proper handing over.So,the crew links to be redrawn with break for attending nature calls and to take food, duly making necessary arrangements to serve food at the work spot, if required to ensure unmanning of cab.
7. For safe running of trains, Learning Road and signals is very important. The rule GR 3.78 prescribes, in the case of Loco Pilot is not conversant with the Road and Signals, he shall be guided by a competent railway servent.The Chief Safety Officer/MAS/Southern Railway interpretation vide letter no.T 157/II/83/3078 that any person found competent by Railway Administration, irrespective of whether he passes necessary knowledge about the terrain of Road or not shall guide the Loco Pilot and it is intended only to enlarge the competent servants. .
8.The Chief Safety Officer (CSO/S.RLY) circular no:T157/IV/83/4.50 dt 12.06.2002 clarified that the bell code mentioned in SR 4.51(i)(2) shall be initiated by the Motorman in case the train is being restarted. But SR4.42III(e) states that while starting the train after stopping outside the station limit, Guard should restart the train after ensuring everything is allright .
In view of safety the initiative from the Guard to start/restart the train should be forthcoming after duly observing the aspect of the signal as four eyes are better than two eyes apart from the responsibility of the Motorman with regard to signals.
Hence in view of safety the above circular shall be withdrawn and any clarification or amplification of subsidiary rules shall be done by the Authorized Officer of Southern Railway i.e. Chief Operating Manager (COM) only.
9. A detailed enquiry on the psycho social aspects of every human failure leads to an accident and remedial measures to be resorted.
