Respected sir,

       I belong to the running staff cadre of the Indian Railways. I wish to submit some of the grievances faced by the running staff, which are now under your perusal and request for just decision from your esteemed office.

Orders were issued to revise the allowances recommended by the VII CPC of entire Govt workers including the Railway workers w.e.f. 01.07.2017. But in the case of running staff, the Kilometre allowance rate and 11 allowances are not yet finalised by the Ministry of Railways. Raising untenable arguments in the discussion with staff side, the representatives of management stalled the proceedings.

The illogical argument raised by the Railway in the discussion held on 4th and 5th January 2018, has been replied by all the trade unions representing running staff, through detailed letter addressed to your goodself. It may please be noted that after 15 to 20 years of service, a running staff reach the apex post of Loco Pilot Mail/ Mail Guard and is fitted in the pay matrix of level 6, the very same pay level of a newly recruited Station Master. Your goodself know the difference in the nature of work, the skill and the knowledge required to be accrued for a Loco Pilot/ Guard and any other post in railways allotted with level 6.
Certain element of the basic pay of running staff is paid through the Running Allowance from time immemorial. RAC 1980 has fixed this pay element as 30% of basic pay and devised a formula to fix the rate of running allowance. This has been in existence for the last 37 years. The 7th CPC has allotted the pay levels of running staff on the consideration that they will get an additional 30% of basic pay through running allowance. Now the attempt of railway management to reduce the percentage of pay element is therefore unjust and solely intended to reduce the emoluments of Running staff.
Under these circumstances, I plead before your goodself to intervene and fix the KMA rate applying the RAC 1980 formula and revision of 11 other allowances that are due for running staff from          01-01-2016 conceding the demand of staff side.
