Sir, 

Ref: letter no. ERB – I / 2016 / 23 / 21 of dated 5/10.05.2016

Through above letter, the Ministry of Railway has constituted an Empowered Committee on running allowance taking the Railway Board’s Officials only in the committee to determine the fitment factor, pay element and to review the formula to calculate the Running allowance. 

Sir, to what extent, it is justified to constitute, such a Committee when the fitment factor is under consideration of Empowered Committee on 7th CPC recommendation. Whether pay matrices and fitment factor is dealt separately for running staff than other railway men. When a formula to determine the running allowance has been adopted having thorough and detailed discussion with all related parties, officers, and is well established, since last 35 Years and more, the quantum of pay element is also determine and continuing since last four decade following the RAC 1980’s recommendation. Further subject of running allowance is under NIT, cross examination of Railway official is under process, on running allowance. 

Sir, the constitution of such committee at this stage, which has no reason or justification at all created a serious confusion amongst the running staff over Indian Railways, and they are very much apprehensive about appropriate level of Pay matrix pay element, formula of reckoning the running allowance.

We therefore plead before your good office, to disperse the Empowered Committee and advise the Railway Board to retain the percentage of pay element at 30% and 55% as it stood for 35 years and calculate the rate of Running Allowance by applying the RAC 1980 formula strictly and fitment factor for fixation of pay in the new matrix should be done removing the injustice is done by Vth , VIth CPC as represented, in the interest of maintaining the healthy labour relation.
