The High Level Safety Review
Committee headed by Sri Anil Kakodkar has submitted their report before Railway
Ministry. The report is explaining various aspects and suggestion for improving
railway safety. AILRSA submitted a detailed memorandum before the committee;
some of our suggestions were accepted by the committee.
In their report the committee
observes that huge number of Vacancies is prevailing in Railways.( Refer HLSRC
Report 2.11.1 page 25)
In Safety categories, Out of 675315,
126304 posts are vacant. In Loco Running Staff out of 83323, 17119 posts are
lying vacant ( 20.5 %).This is as per the present sanctioned strength. For the
newly introduced trains and for leave and trainee reserve no staff is
available, causing denial of legitimate rest, leave and even sick leave. The
committee recommends filling up all vacancies within 6 months.
The committee recommends to up grade
the recruitment qualification of Assistant Loco Pilot to Diploma. And
separation of Electric and Diesel running Staff.
Many other suggestions are there in
their report containing 143 pages.

in the over view of Running men.
The
Seminar was organized as a part of 19 th All India Conference of AILRSA which
is scheduled at Jnana Jyothi Auditorium, Bangalore on 16 and 17 May 2012.

Com. R Elangovan in his detailed
speech explained the important points in the Kakodkar Committee Report , Sam
Pathroda committee report etc along with the suggestions and proposals in the
Railway Budget by the Ex Railway Minister Sri Dinesh Trivedi.
He critisised the stand of Railway
Federations; Indian Railway Officers
Association, Railway Promottee Officers
Association, All India Railway Mens Federation(AIRF), National Federation for
Railway Men(NFIR) , RPF Association; that they will go for a strike if the Govt
decides to roll back the increased fare suggested by the then Railway Minister
Sri Dinesh Trivedi. These unions never declared strike for any working class issues;
even they never joined with the Central trade unions strike on Feb 28, in which
entire trade unions including INTUC and BMS participated. Instead they could
have demanded the Government of India to invest in the Infrastructure of
Railways. In China Government is investing the Railways, every year 1000 kms
new track is being laid in China.
Railway Ministry is telling that
payment of salary and allowances causing reduced Operating Ratio. It is to be
noted that in other transport sectors Govt is investing money for making Road
and Airports.
Railway Minister was expecting more
funds investing in Railways through PPP(Private Public Participation) But it is
proved that no private will invest money in Railways since the return is
delayed.
