CVC Probe Against Railways for Fake Documents: HC


Taking a serious view of the Norther Railway's step of filing a case before it with alleged forged documents, the Delhi High Court has directed the Central Vigilance Commission (CVC) to conduct a probe into the allegations.

Directing CVC to complete the probe in three months, Justice S Muralidhar said, "It is distressing to note that a senior officer of the Railways has attested the documents enclosed with the review petition without, in fact, verifying whether these documents are true copies of their respective originals."

"This court considers it necessary to order a full-fledged enquiry into the matter," said Justice Muralidhar.

Rejecting the Railway ministry's suggestion for a probe by the divisional railway manager (DRM), the court said, "This court is not confident that such enquiry can be conducted in a fair manner since the vigilance department of the Railways has itself been responsible for this mess and has not shown any inclination as yet to bring out the complete truth."

"This Court, therefore, considers it appropriate to request the CVC to conduct a proper investigation into the entire episode."

Justice Muralidhar passed the order while hearing a civil suit filed by one Arun Kumar Gupta seeking extension of lease granted to him to operate Second-class Luggage Rack (SLR) to carry parcels in Gomti Express between New Delhi and Lucknow.

Gupta's counsel K C Mittal alleged that the department has tampered with documents related to the lease granted to his client and had filed a case to obtain a favourable order from the court so that it can grant a fresh lease to another person.

The lawyer pointed out that the tampered documents included his client's rent receipt to operate the SLR and they were attested by a senior railway officer.
