CENTRAL WORKING COMMITTEE meeting held at Ghaziabad  on 30.11.11 and 01.12.11 presided by L Mony
Decision.
1.      19th BGM will be held on 16th & 17th May 2012 at Bangaluru.
2.      Delegate fee will be Rs. 500/- for each delegate, visitors and the family members including children above than 5Yrs.
3.      Family will be accommodated in common hall only. Those who desire for separate accommodation they may have but at their own cost.
4.      The information about the number of delegates, family members, required separate accommodation should be given well in advance to make convenience for arranging the accommodation.
5.      S. W. Railway is being a very small Railway needs financially and also physical assistance from neighbor Railway hence S. C. Railway and S. Railway is advised to help S. W. Railway as much as possible.

Decisions on future Course of Action

1)      The CWC while considering all the aspects the suggestions given by the Comrades on next course of action present situation, attitude of Railway Administration and the development on our basic demands decided to call upon the Loco Running Staff all over the country to prepare seriously for strike action, since it appears to be inevitable due to negative attitude of Railway administration.
2)      The date may be fixed by our Central BGM will be held at Bangalore, seeing the reaction of Railway Administration and other authorities including Hon’ble PM and also Hon’ble Minister for Labour and Employment who has given assuration to send our matters for Industrial Tribunal for adjudication, when we met him on 01.12.2011 at 17:30hrs. at his residence. In front of us itself he asked his PA/Secretary to call CLC / RLC on the next day i.e. on 03.12.2011 itself to discuss for sending our matter to Tribunal for adjudication.
3)      As a preparatory step CWC decided the following programs: -

a)         Three team of the Central Committee members will to visit over Zone for the benefit of Organization.

      One team consist of Com. Ram Raj Bhagat president / E. Railway, another CWC member and Com, S. K. Gautam of Nagpur, Central Assistant Secretary General  will visit over N. F. Railway, E. Railway, N. E. Railway,  E. C. Railway, N. Railway.

     



      Second team consist of our President Com. L Mony  and Com, N. B. Dutta Jt. Secretary General, will visit S. E. Railway, S. C. Railway S. Railway, SWR Railway.

      Third team consist of Com, M. N. Prasad and Com, M. P. Dev will tour over SEC, WCR, NWR, W. Railway and C. Railway.  

      The Zonal Secretaries are requested to send their option, whether they can execute the program starting from 10th of Jan without any further delay and identify three places in the Zone, so that a detail program is formulated. A SMS has already been issued on 3rd Dec 2012 to concerned comrades to let me know their option within two days to enable me to issue the Circular. However, later having discussion with concerned comrades over phone the enclosed tour program are finalized.   

Imp. Note: - The Safety Seminar and Press Conference should also be held along-with convention, wherever possible taking the advantage of Central Leader tour program.

4.       

a)      A Hunger Strike program has been decided by CWC members along-with 7 to 10 Comrades from each Zone for 48 hrs in March 2012 at Jantar Mantar / New Delhi during Parliament Session. Date will be communicated later.

b)      Three days before the Commencement of Hunger Strike a Rally should be Organized and a memorandum should be submitted to the respective DRM’s in support of proposed H / Strike and a Massive Rally should be Organize in New Delhi at the time of conclusion of H / Strike.

c)      The date of this program, will be circulated soon along-with the date of Central Leader tour program. Having the discussion with different concerned the program of Central Leader tour is formulated and enclosed herewith.

d)      Continuous and sustain campaign program, Divisional committee should formulate at their own levels indifferent possible way. Approach to the travelling passenger should also be done. Report must be given to Center.

                       
Note: - The Delhi program happens to be very costly and so every Zones are requested to pay Rs. 7000/- (Seven Thousands) to meet the expenditure.
