RBE No. 35 / 2010
Government of India
Ministry of Railways
(Railway Board)
No.2006/M(L}/467/2 New Delhi dated :- 24.02.2010
General Managers,
All Indian Railways.
Sub:- Provision of subsidized meal/food to the running staff in the Running Room.
Ref.:- Board's letter of even number datedG7.03.2007.
Consequent to the Budget announcement regarding serving of food at nominal rates to the running staff in the running room, Board vide letter under reference had nominated an ED's Committee and had circulated guidelines for above. Zonal Railways had sought a few clarifications in this regard and had also requested for a review of the rates of subsidy.
Accordingly, the policy was reviewed and Board have now decided to introduce the following changes in the policy:
(i) The no. of subsidized meals to be provided to running staff should be decided at the divisional level with the personal approval of the DRM. However, there should be a ceiling that not more than 3 (three) subsidized meals shall be permitted in a 24 hour period of stay in the running room.
(ii) All types of meals viz. breakfast, lunch and dinner may qualify for the proposed subsidy
(iii) Running staff, if so desired by-them, should be given one packed meal for consumption en route. This meal will be in addition to the ceiling recommended in (i) above.
(iv) Tea/coffee is already forming part of the subsidized meal. Any additional requirement should be made available to the running staff at a rate fixed by the division. This additional beverage would not be subsidized.
(v) Keeping in view the escalation in prices of provisions and food items taken place in the last two years, it has been decided to upwardly revise the subsidy from the existing limit of Rs. 18 to Rs. 27 per meal.
The revised cost of meal would be Rs. 30 of which Rs. 27 would be the subsidy and the balance Rs.3 shall be paid by the running staff.
(vi) There should be a regular system of quarterly inspection of the quality of food being served under the scheme by a committee of three officers constituting Sr.DME. Sr.DEE and Sr:DOM at the divisional level irrespective of the department controlling the running room.
All other conditions pertaining to implementation of this scheme shall remain the same as issued vide Board letter under reference.
This issue with the concurrence of the Finance Dte. of Ministry of Railways.
Hindi version will follow.
