Lok Sabha Proceedings on 4th May 2010
Sri. Basudeb Acharya (Baskura): Under the leadership of All India Loco Running Staff Association through out the country the Motormen and Running staff are on Hunger Strike. In Delhi also I attended and inaugurated their Dharna at Jantar manthar, Suburban train service in Mumbai is the life line. They are on Hunger Strike, their grievances are not being addressed, and there has been injustice to Motorman, Asst.Loco Pilot. They have been agitating for one year. A Fast Track Committee was constituted. That fast Track Committee was not submit its reports on 15th of April. That committee has not yet submitted its reports and the ministry of Railways has done nothing to mitigate the grievances of Running Staff and Motorman; moreover when they are on the path of agitation, they are being sacked. They are being dismissed from service. I demand that the Government should immediately assure the house that normalcy would be restored. The ESMA which has been imposed should be withdrawn, and the Motorman who has been dismissed from the service and sacked, they should be taken back. Their dismissal orders should be revoked.

Sri. GuruDas DasGupta (GHATAL): About the inconvenience caused to Mumbai people, I have full sympathy, Mumbai people are in serious difficulty but that is not the issue. I would like to know from the Government as to who has been given orders for imposing ESMA. ESMA is a draconian law. Who has given the orders? Is it the Railway Ministry or the Home Ministry or the Government of India? ESMA will not be tolerated. The Government must know. Secondly, who has given the orders for the retrenchment? I am warning the Government if the Govt. wants to deal the workers by imposing ESMA and by retrenching the workers it will have to face the united struggle of All the Trade Unions of the country and it would be bad for the Government. Madam, I demand withdrawal of ESMA, I Demand retrenchment order should be withdrawn. I demand negotiations should be started.

Note- I am here with sending the proceedings of parliament which is sufficiently reflecting how effectively our cases was raised in parliament and the result a which is the commitment of Railway Administration to submit the report of Fast Track Committee by 15th June 2010.
